MOLISA’s Role in OSH
Vietnam’s Ministry of Labor, Invalids, and Social Affairs (MOLISA) oversees labor-related matters, including occupational safety and health (OSH). It is responsible for enforcing OSH laws and developing safety regulations.
Bureau for Safe Work’s Responsibilities
Within MOLISA, the Bureau for Safe Work manages OSH. It enforces OSH regulations, collects accident data, provides training, and organizes the annual OSH Month. It also inspects workplaces for compliance.
Workplace Accidents in Vietnam
In 2017, Vietnam recorded 8,965 workplace accidents, with 9,173 victims. Among them, 898 accidents were fatal, resulting in 928 deaths. However, MOLISA acknowledges incomplete reporting, making it difficult to assess the true situation.
Challenges in OSH Data Collection
Only 5.4% of companies submit occupational accident reports. Local authorities often fail to submit complete data. The reporting system’s complexity contributes to the low submission rate, limiting accurate assessments.
OSH Legal Framework in Vietnam
Vietnam enacted the Law on Occupational Safety and Health in 2015. This law establishes workplace safety requirements, including hazard control, emergency planning, and mandatory health examinations.
